HUMAN RESOURCE MANAGEMENT

The Human Resource Management Department is responsible for promotion, training, discipline and the general welfare of the entire workforce of the organization, including pension administration. 

Functions include:

  1. Appointment of officers into the various cadres and grade levels in line with the Scheme of Service;
  2. Collation and processing of documents of officers employed by the Council;
  3. Update Records of service and comprehensive Staff Nominal Roll for the Council;
  4. Raising salary variation advice for purposes of new appointments, Promotion, upgrade and conversion of staff;
  5. Keep records of staff via open and Confidential Registry;
  6. Handle promotion exercises for staff of the Council;
  7. Handle the maintenance of the Office building, keeping record of official vehicles, etc. cleaning and security.
  8. Processing additional qualification certificates of officers for Advancement, conversion and upgrading;
  9. Serve as secretariat at official meetings of Senior Staff Committee, Junior Staff Committee, Management and Board Meetings.
  10. Handle/monitor posting of Youth Corp members and students on Industrial Attachment etc;
  11. Preparation and defence of the Manpower Budget of the Council;
  12. Handling and processing Secondment, transfer and redeployment for staff development;
  13. Processing of all official leave, for staff of the Council;
  14. Handling matters pertaining to staff health via NHIS, medical treatments/check-ups including refund of medical and burial expenses and provision of First Aid boxes;
  15. Handle staff housing requests via NHF;
  16. Prepare letter of Introduction to banks (salary domiciliation;
  17. Processing of retired officers documents to the offices of establishment and Management Services for gratuity and pension;
  18. Interface with all Union and Industrial Relations matters as regards staff;
  19. In charge of distribution/deployment of drivers to Departments and Management staff; and
  20. Any other duties assigned by the Director-General.

The above-mentioned functions are carried out by the following Divisions/Units/Sections of the Department:

  • Appointment, Promotion and Discipline, Division;
  • Staff Welfare and Training Division;
  • Pension;
  • Transport;
  • Maintenance; and
