PROCUREMENT

Procurement Unit is under the Office of the Director–General and was established in line with the Public Procurement Act, 2007. It has the responsibility of coordinating, harmonizing and perfecting all the procurement processes of goods, works and services in the Council in accordance with the extant guidelines in the Public Service.

The Procurement handles all procurement matters under Capital and Recurrent Expenditures of the Council.

Functions include:

  1. Tender processing and evaluation;
  2. Certification of all capital and recurrent procurement;
  3. Secretariat of the Procurement Planning Committee and the Council’s Tender’s Board;
  4. Monitoring and evaluation of Capital and Recurrent Budget implementation of the Council;
  5. Liaising with the Bureau of Public Procurement (BPP) and other MDAs on statutory procurement matters;
  6. Procurement auditing of goods, works and services;
  7. Processing of procurement and related matters for the Council;
  8. Database management on goods, works and services;
  9. Processing of valuation and issuance of certificates for completed goods, works and services before payments are effected;
  10. Preparation of tender notifications and requests for Expression of Interest (EOI);
  11. Preparation and submission to advertising media of documents for soliciting quotations, prequalification, bidding and Request for Proposals (RFPs);
  12. Receiving and arranging opening of prequalification documents, bids, quotation and Request for Proposals (RFPs);
  13. Making arrangements for contract negotiations and contract signing by the Accounting Officer;
  14. Preparation of all data and information required by the Bureau for Public Procurement; and
  15. Any other issues related to the core functions of procurement.

The Procurement Act of 2007 emphasizes the various procurement methods as follows:-

    • Open Competitive Bidding process
    • National Competitive Bidding which has different stages namely:-
    • Two stage bidding – technical and financial bidding processes
    • Restricted bidding
    • Selective bidding for small contracts
    • Single source procurement which has to do with direct contracting
    • Emergency procurement, etc.

It should be noted that the Council aligns itself meticulously with the stipulated guidelines in the Procurement Act as the use of bid methods are subject to available monetary thresholds as provided for by the Bureau of Public Procurement (BPP).

Thus, contractors wishing to do business with the Council are welcomed but are required to meet up with the stipulated requirements as may be disclosed by the Procurement Office on request.
